Was the guy at Police Services smoking weed? He seems awfully relaxed for someone who's got a riot going on during his shift.

Well,

In the police reports from the Evergreen officer she indicates that she called her dispatch just for administrative back up. Which means she just wanted some help to gather statements. She also told students this at the Forum a couple weeks ago-- that she didn't call back up to get people all riled up, but rather to help gather statements. The Evergreen dispatcher had no idea that the crowd was out of control or starting to go crazy. His contact in the field just said she wanted administrative help. The dispatch log also affirms this request.

The dispatchers aren't cops. The city outsources those jobs to a private company. The same people do the 911 and non-emergency police line. They're trained to keep their cool.

If you call them I think they even offer tours. Thurston county, OPD, tumwater, lacey, fire, police sheriff all reside on pacific avenue at CapCom. WSP has their own setup.

Important distinction

These are calls to 911 - i.e. CAPCOM, not to the TESC Police Services dispatcher. As a result of these calls, CAPCOM despatched TCSO units to the scene under a "priority assist" heading, even as the TESC dispatcher was trying to request additional units (on officer Meyers' behalf) solely for administrative support.
