Lawsuit challenges Lacey's new law on homeless tent city

LACEY -- Advocates for the homeless have sued Lacey to overturn a law that bans a tent city and instead requires churches to shelter the homeless indoors.

The lawsuit claims the City Council did not follow a proper procedure before it approved the law April 24 with a 4-3 vote.

Panza, a nonprofit group that supports Camp Quixote, Olympia’s tent city; Selena Kilmoyer, Panza’s secretary; and three residents who attend churches in Lacey -- Elizabeth Penney, Ronna Smith and Donald Stern -- filed the lawsuit in Thurston County Superior Court.

The lawsuit contends that while the city posted meeting notices and held public hearings and other meetings both before the Lacey Planning Commission and City Council on a draft law regulating temporary homeless encampments, no such steps were taken for a later draft that required faith-based groups to shelter the homeless inside their churches.

As a result, supporters of the law were uninformed that Lacey churches don’t have adequate room to both shelter the homeless and minister to their congregations, Kilmoyer said.

Democrat Cheryl Crist filed papers for the 3rd Congressional District race today. A group of Crist's supporters gathered on the Capitol steps holding campaign signs while the candidate went inside to file with the Secretary of State's office.

"I am refreshed and enlivened to have a candidate that stands for the common good," supporter Judy Linehan said of Crist.

After filing, Crist made the following statement:

"I see my candidacy as a way for the majority of people to express themselves. I have drawn a clear distinction between myself and my opponent on the issue of Iraq. I want to end the occupation and ensure that the United States does not invade any other countries in the future.

"This foreign policy of conquest and domination creates enemies for the United States and keeps us from providing for our own people at home. The people at home deserve first rate health care, state of the art transportation, and education unequalled anywhere in the world. I represent a new direction for the 3rd District and the United States."

Ever wanted to try rowing (crew), but aren't sure that you want to pay for a class? Drop by the Swantown Marina this Saturday to try rowing with Olympia Area Rowing. They'll take 8-person boats out with a mixture of experienced people and newbies to see what it's like. Best thing - it's totally FREE! Event open to youth and adults.

FOR BOYS AND GIRLS AGES 8-15

Dates: July 12-13, and July 19-20
Location: Capital High School, 2707 Conger Ave NW Olympia, WA 98502
Times: 10 a.m. to 2 p.m. each day
Cost: $70 for both weekends and $50 for one weekend, including a camp T-shirt

The camp will introduce soccer players ages 8-15 to Capital High School's soccer program and offer technical training from an experienced CHS coaching staff and team.

The Capital Boys and Girls Soccer teams were league champions in 2007. The boys took home the league title again this year and the girls qualified for the state tournament for the first time in 10 years. All of this wouldn't be possible without the camp and everyone's support.
