Almost every week this is the "What's on the city council's plate this week" review. I don't cover everything, so if you want the full rundown, read the packet and agenda yourself.

The only thing that looked interesting to me are edits the city is making to its homeless encampment ordinance. Honestly, they look pretty plain-jane to me, but this ordinance has been pretty topical, so maybe someone else can see something I'm missing.

The first edit has to do with how the encampment will contact police if they have to ask someone to leave. Instead of leaving it up to the person staffing the camp to contact authorities, the ordinance requires them to contact police and let them know what happened (this is on page 5 below).

The second edit changes the term "executive committee" to "designated representative." Probably easier to get one person instead of a group.

Friendly amendments...

All the proposed changes to the ordinance were requested by the Panza board (support committee made up of camp members, clergy, lay people, camp supporters, etc).  The reason we requested the change in language on reporting to the police is that the former wording put an undue liability on volunteers.  Volunteers were to report anyone turned away from the camp due to warrants or who volunteers thought to be "a threat to the community".  "Threat to the community" is something we thought volunteers shouldn't be asked to determine (for liability reasons), so instead the police will be given the list of turnaways and reason.

The amendments

Hi, Emmett - The Olympia Council held a public hearing last week on the ordinance. Jeff Kingsbury recommended the amendments at the request of the local board, as Phil mentions in his comment. Council passed the ordinance with the amendments on first reading last week. This week's action is second reading of the ordinance with the amendments. Thanks for getting word out about Olympia Council issues with your weekly agenda review. Cathie Butler City of Olympia
