This is a federal offense and investigated by the FBI.  Lots of info on police misconduct and how the FIB investigates it. 

Also Federal law allows for a civil action against officers involved in deprivation of rights under color of law.  Putting it simple, you an sue the crap out of the individual officer who violated your rights under color of law.

I would encourage anyone who has had their rights deprived under color of law to contact your local FBI field office and make the appropriate complaints.

Great idea

If people are fearful to report to the local police they have an issue with, then report it to the feds.

Be nice to those who pack heat.  Not only are we willing to help save someone's @$$ or stop a deadly criminal we are very much aware of rights and responsibilities and how to defend those rights.  We probably fear big brother more than any other segment of society.
