Following the end of the volunteer walk out, there have been a couple of new developments in the situation going down at the Olympia Film Society. The group of volunteers (their site here) are still meeting and are now circulating a petition to change the bylaws of OFS to allow for election of board members. The petition is here (beware, pdf file) and here is my little rant when I learned that board members aren't elected.

Be sure you are a member of OFS if you want to sign the petition. Just saying. 

The OFS board president responded to the petition over at the OFS volunteers site, but here letter was removed for some reason. Fortunatly, their archives saved a copy:

Hello everyone, this is a personal note from me, not the whole board. It is with huge sadness and disappointment that I read the petition. I and others on the board have often thought that OFS should strongly consider having an elected board, and I think the idea has real merit. I understand that people are upset, disappointed, and angry at the Board. However, it seems to me that putting this out to our community right now is terribly dangerous and destructive to the OFS organization as a whole, as far as the timing of it goes. I am asking that everyone please think before you sign. I am afraid people will sign it without deep thinking - its all too easy in a time of passion and reaction to jump on to something like this without having the best interest of the organization in mind.

Its a pretty long letter, but its worth reading.

Disruptiveness

Perhaps the Board should have considered (or deeply thought about) the impact of firing a 21 year veteran operations manager who has worked insane numbers of hours at little pay - 2 months before Film Festival. My understanding is that there would be an interim board put in place; that existing OFS board members are not prevented from trying to be elected to that interim board should they so choose. I support Joyce's call that the REAL election that would seat the ongoing board (not the interim board) should be done in a fashion similar to that of the food co-op, largely because members simply rarely show up to OFS meetings, whether they're annual meetings, board meetings, volunteer work parties, etc. The vast majority of OFS members simply pay money to join the organization because they want the reduced prices on the films and want to support indie/art/documentary films being shown somewhere locally rather than having to drive to the Grand. Most of them likely don't know much (or care) about the operation of the 'society' itself as long as that need is met. I'm thinking of joining OFS just so I CAN sign the petition.

Art vs. Labor, or how I learned to stop caring and love the OFS

As one of the "OFS members [that] simply pay money to join the organization because...", I would be outraged by people joining in order to "sign the petition," which could potentially have the unwanted effect of destroying this great organization, or, if not that extreme, possibly compromise the current integrity of that beloved organization. An interim board sounds awful to me, Kerensky's Provisional government comes to mind. Theaters like the Capitol, and groups like the OFS, believe or not, are rather rare in this country and tend to be more fragile than they appear. As an aspiring filmmaker, I feel that it would be detrimental to Olympia's small film community were this to happen. I would, however, support elections come spring or even winter, at a time that is not so critical to the organization. I've friends that are projectionists and rather up in the air about this. The firing of Jeffery may have been unfair, I don't know him or all the details, but is it so inexcusable that the fate of the OFS should be put on the line? The OFS is an art collective of some sort, or at least I feel fine calling it that, and as such, in my opinion, can do whatever it wants as long as all of the members are allowed an equal voice and those that truly care are given it. I realize that this might not be true, and so needs to be fixed. If you are a part of the society, and care about it, feel free to voice your opinion(s) and sign the petition if you feel that is the right thing to do. But those interested only in the labor issues and in no other part of the Society, kindly buzz off, this is not your fight. Righteous crusaders are not appreciated.

How will an OFS membership meeting hurt the Film Festival?

The letter from the President of the Board mentions that a special membership meeting would disrupt the film festival in November, but I do not see how that follows. I thought the meeting would only take one day, and it would seem that their petition drive could be finished before the end of the month, which would mean the meeting would take place in October. Can anyone explain to me how a meeting of the OFS membership could somehow derail the film festival?

Membership, concern

Myshkin1984: I hear ya on the 'if only interested in labor issues, don't join'. Really I do.

I am not a righteous labor crusader, or a crusader of any kind. Instead, I was a member of OFS for a very long time, and deeply involved volunteer there.

I allowed my membership to lapse, almost exclusively BECAUSE of the dysfunction of the organization itself and its' inability/unwillingness to deal with serious matters not unlike this very one. The fact that I didn't pony up my $20 a year does not prove that I care (or know) less about OFS; indeed a lot of regular OFS volunteers are unlikely to BE members, simply because they earn free movie passes or staff cards for performing their volunteer shifts, and the reduced ticket price the membership would afford them is inconsequential. That doesn't mitigate their love for, or commitment to, the organization.

Many moviegoers who pony up the $20 are far from knowledgeable about OFS governance or internal operations, and most don't care to know about it as long as the films continue to play, or the live events continue to happen. In effect, they just pay the $20 fee more as a service fee, than a real membership. To them, voting or even discussing this issue will largely be a matter of which 'side' presents their case better (and there ARE scare tactics afoot here though there are also legitimate concerns).

I realize I've just described the country, where there are active and informed citizens, inactive and uninformed citizens, both of whom get to vote whereas non-citizens despite their involvement or knowledge, do not.

OFSer: Agreed. A meeting of the membership at this time is unlikely to derail or harm the film festival. Indeed, most of the festival related responsibilities for the Board have already been decided upon, or would be by the time this special meeting would be held. It is the staff, inclusive of and actually led by, Jeffrey and his crew of projectionists, that really pull off the festival. (Consequently, it was more likely the Boards' action that has more likelihood of harming the fiim festival). Actually, given the lull time after the festival, this might be almost the perfect time to attempt a major process change with the Board.

with regard to the point that most arts organizations don't have elected boards, I would simply point out that most arts organizations have executive directors who carry out the wishes of board members who are influential, money-ed, well-connected folks who spend THEIR time drumming up financial support for the organization as opposed to making personnel or other operational decisions. either you're a collective and you care about what the membership wants (if so, have an election), or you're an arts organization typically structured (if so, hire an executive director, and fill the board with folks who can fill the coffers of OFS). you don't get to have it both ways.

A timely article - about the Grand cinema

The Grand's 10 year anniversary - how it stays alive.

The differences are staggering, and show the challenges OFS faces. OFS doesn't have a building owner that's gonna spend $400K renovating the theater, nor do they have a Board president that's going to financially insure that all operating costs are covered, nor do they have an executive director to oversee daily operations. OFS has half the staff serving twice the membership, and far less than half the city population than that of Tacoma.

Firing Jeffery Bartone has to be one of the stupidest decisions I've seen in Olympia in a long time. Jeff was a pro at what he did... he knew his shit and put in long hard work and effort lovingly to the theater. So what if he was somewhat abrasive and didn't respond to crap from people with a shielded tongue?? OFS needs him around plain and simple and Jeff has NEVER done anything that honestly deserves the way he has been treated by the board.

I'd really love to see a list of Jeffery's supposed "offenses" that justify this. The board needs some fucking accountability and they need to tell us why they so self-righteously think that firing THE most dedicated person from their organization was EVER in OFS' better interests! Honestly, you creeps who don't appreciate how much Jeffery has given to OFS need to fuck yourselfs! It's people like you who don't even fucking deserve OFS!

Go to the board meeting tomorrow night. Your questions of accountability may not be answered, but the process will be discussed, and you will hopefully have a chance to be heard. On another note, you may want to watch your language on here, as it is not only offensive to some, but actually detracts from your points.

...you're right about the language. I haven't been around OlyBlog much so I didn't realize this was a more sanitized venue or what have you. All in all, I am very enraged by all this seeing Jeffery as not just an essential part of OFS but rather a man who epitomizes what OFS should be! I would go back and edit my post, toning it down a bit... but it seems the option for editing it is gone for me. Anyone know why this might be?

OFS Board meeting, accountability

I imagine the Board meeting will be well-attended, and can't imagine that there will be adequate time given to satisfy the desires/needs of all involved regarding the firing and/or timing thereof.

I'd like to also point out a problem I saw in the board president's letter that is linked to. She says this is the most functional dedicated Board she's seen in her time there. Her time there is like the past 3 years. (they have meeting minutes from 2004-2005 partially on the ofs website, and if you read July 2005 in particular, you'll see how quickly and/or willingly they reply to member requests for changes to Board process or simply asking that the board follow its own bylaws)...If you look at the minutes, you can see how few board members were at a given meeting, and that decisions seem to have been made without true quorum on occasion.

I find the statement odd about how functional and committed the Board is, given that 4-5 of the members of it are brand spanking new having been approved at the very meeting Jeffrey was fired during, in July. Seems like it'd be kind of tough to make that kind of judgment about the total board, given that half of them are untried at this time.

Petition

There were 250 signatures turned in Tue. to the OFS board. Presently, they are verifying that there are approximately 200 valid signatures; the estimated number needed to call for a special meeting of the membership.
