"The Department of Homeland Security's National Exercise Program (NEP), the nation's overarching homeland security exercise program, will conduct a combined exercise in May 2008 that will test hurricane preparedness planning, assess federal interagency Continuity of Operations (COOP) procedures, exercise a response to terrorist attacks in Washington State and test Defense Support of Civil Authorities (DSCA). These linked exercises are referred to as National Level Exercise 2-08 (NLE 2-08)."

"The exercise takes place May 1-8 with a wide range of participants from federal and state departments and agencies."

Uhmm...

Hurricane?! Uhh, I think someone forgot to change the natural disaster choice for our region. So, Homeland Security, in case you don't know, we have these things called Volcanos and Earthquakes and, hey, we are due for one pretty soon. So, when you get a chance, perhaps we can prepare for one of those? Just a thought...

It's not about a huricane in Washington State

The exercise is based on the following: 

The overall exercise scenario unfolds as a Category 4 hurricane threatens the National Capitol Region (NCR) while events in the Pacific Northwest include terrorist attacks involving weapons of mass destruction (WMD) in the state of Washington and an accidental release of a chemical agent at chemical stockpile facility in Umatilla, Oregon. The scenario culminates with the hurricane's imminent landfall combined with a credible terror threat to the NCR which causes the federal government to invoke continuity plans and capabilities.

Planning for NLE 2-08 began in late spring 2007 and is designed to achieve the following objectives:

  • Exercise and evaluate federal government continuity capabilities and management of emergencies from dispersed locations.
  • Exercise our response to terrorist WMDs threat and attack capabilities with integration of Defense Support of Civil Authorities; and
  • Exercise hurricane preparedness and response capabilities.

Meaning not well at all I bet. I predict that panic would ensue and we'd see major looting within a few days of supplies being cut off.

The Red Cross recommends that

Families set aside three days of supplies for each family member. That is their recommendation for those interested in disaster preparedness. I don't think they have any recommendations for surviving the next siege of Stalingrad.

Three days is not enough

Three days is based on the assumption that government services will be working.  Seven days is a better choice, and 30 is best if you have the willingness to take your survival seriously.  Rotate supplies and make sure you can leave your house with several days worth of food for each member as well.  

As far as the next siege of Stalingrad.... I have the WWII Soviet Rifle already, but nowhere near enough ammo  :-)

many times we aim for sufficiency, not perfection. Three days is more than enough for most emergencies...not all, but most.

To be fair, that was under the watch of the Bush administration, though. Aside from being remarkably proficient at making old friends and business associates even more enormously wealthy, I haven't seen this administration handle much well...

Earthquake Drill

All state agencies participated in an earthquake drill just last week. I have heard that different agencies looked differently upon the seriousness of the drill. We evacuated our building, but I heard that Dept. of Ecology didn't evacuate theirs (? - just heard it, wasn't there to confirm). I also learned that my "emergency whistle" is a piece of crap and takes more lung power to blow than if I just yelled out to someone if I was trapped. I also learned that many Capital Campus workers go to Wagners for coffee during these drills :)

But do I feel prepared in the event of another earthquake because of these drills? No way, the reality of the last quake was something you can never truly prepare for. However, we do have extra water at our house and a designated meeting spot if we can't get home. Also, tons of canned food on hand just in case.

I happened to be a Response

I happened to be a Response Captain and Chairman of the Safety Committee for ESD 113 during the Nisqually Quake.

In Head Start's area there was an Emergency Exit door. Right after the shaking stopped - and I was trying to get everyone in my area to walk calmly outside - someone actually asked if it was okay to use the Emergency Exit.

If I was in a different mood I would have told her it's only for emergencies.

I did better than another Response Captain - she immediately ran for her car and got the Hell out of there without sweeping her area and insuring people got out safely. (That's the exact wording used in the Committee's Response Report later that month)

Your weird 6......survival is as simple as a giant box of king size Butterfingers, smoked salmon, ritz crackers, Honda Generator, 15 back issues of Maxim, and about 4 buddies. Oh yeah, we may need a lighter for the camp fire.
